How to pre-enter without knowing your racing #

Anybody have an answer to this? If so I would really like to know. Also who thinks it's fair that the people who already know there # get better grids then those of us that don't. I think that i'm going to need all of the help I can get at RA, seeing that it will be my first expert race. I would be more than willing to let CCS do what they want with my money during the intrum, just as long as I knew that I was going to have a good grid. Whats the deal?
