Getting Bumped question on renewing

I am on the bump up list and have heard something about petitions.
I have moved since I got my license next year. .
Do I have to do anything different to bump up to expert?
I am not going to receive a renewal letter in the mail.

Sorry for the ignorance.  But I do want to do this correctly.
