Points?  Well, I don't know exactly, but potentially, it will be a couple of weeks before the closing of pre-entries for ROC close.

Calling the CCS office will be the best bet to find out.

Grids at ROC are based on regional points.

     That's somewhat true, but not completely correct. Gridding for the Race of Champions is based on your position in the points for each particular class. This is done to compensate for the differences in the amount of events each region runs. One region may have run 10 events before the cut-off date for the ROC, and another may have only run 7 events. If the ROC was gridded by points then the 10 event region participants would obviously be gridded before the 7 event region. So what CCS looks at is the position in the points your in, for example the 1st place points earners that pre-entered before the deadline would all be gridded together no matter how many events were run in each of their regions. The order that all those 1st place participants (that pre-entered) would be determined is by order of entry. After all the 1st place participants in a particular class (that pre-entered) have been assigned a grid position then all the 2nd place participants (that pre-entered) are gridded the same way, and so on. Post entry at the track is done by order of entry at registration and does not utilize your position in the standings in any region, so those participants are gridded immediately following the last pre-entered rider. :)
