Anyone know how the Oct. 17-20 ROC works at Daytona?

a.  Can anyone sign up and race?
b.  Do you need to get an 'invite' ?
c.  Do you have to be in the top 10 or some sort of thing?

I'm planning out the year, and trying to figure out if I should include this race.
