I was reading the rulebook and did not see any safety wiring requirements for the brakes, pinch bolts, axle bolts, brake pad retaining pins etc... Am I blind or just retarded? All I saw was the oil fill, oil drain plug, oil filter, and all fluid hoses must be either clamped, safety wired etc...   :ahhh:

Not required you are correct but you can anyway for precaution.

You read it correctly...........  There are only 3 items required to be safety wired - oil fill, oil filter and main oil drain plug.

You may choose to wire the other items you mentioned but it is not required.  I won't go into the rational behind the rules.

Basically, if you're comparing the CCS rulebook with the WERA rulebook there is one other major difference: CCS - unless it says you can't do something you can.  WERA - you can't do something unless it says you can.
