Rookies Cup Challenge

So it's rather late in the season but who knows how someone goes about signing up for the Rookies Cup Challenge races? There is not a section in the registration forms for the Rookies Cup Race, right?? I know less than a year is needed on a new license but more info would be greatly appreciated.

Thinking about trying to do it for Summit 7/2-3; I'm already pre-registered for my usual classes.
