timing transmitters

i was reading the rules for the timing unit and i'm not getting a warm-fuzzy.  is it one of those things that we mount on the tail like loudon uses where there's a plastic piece everyone sells?  or in a bag like they did a long time ago.

i know the rulebook is making it sound harder than it is.  can some give me the skinny and calm my nerves?

what tools and how much dough should i bring to vir to set it up?
