How long do I have, before I have to renew my license. to keep my current competition number ?

There's a cut off time that CCS sets. 

I haven't looked at the paperwork for license renewals, but it's usually around 31DEC.

Is there a list of numbers for each region so I know my chances of getting the one I want?
BTW I am new to CCS but did WERA in 07.
