I thought I remembered hearing that there was going to be a revamped points system for CCS this year.  I was under the impression that performance rating would play a role in accumulated overall points, but the rule book didn't make it sound that way.

Yes you are correct there was a revamp of points awardeed, finishing places that pay points and the  awarding of overall top ten  numbers.

It was an oversight on the top ten in being placed in rulebook and there will be a rider bullentin going out sortly as we discovered it last week.

FYI Top ten is calculated by Overall points times PI(as a %)  to give adjusted overall points.
You can see this on MA, SE, and FL overall points tables.
