Correct me if I'm wrong, but at the ROC last year it was 18 or licensed racers to go over the pit wall, and any age affiliates of racers or teams were allowed in the garages and paddocks; identified by wrist bands.  There is seating available above the garages that can be accessed only through the paddock.
