"His cookie thieving tactics were honed at a 2003 FUSA round at Road America where the suspect would reach under the walls of canopies and snatch away innocent fist-fulls of Chips Ahoy soft 'n chewy cookies.  The seriousness of the problem was brought to light when the suspect forcefully grabbed homemade cookies from a fellow racer and then spit them out when the suspect discovered the cookies 'weren't soft' like he likes them.  

When asked why he steals cookies, the suspect claimed, "It's the German in me."
