My opinion;
If law enforcement can not or will not aid this poor business in reclaiming it's inventory, then I believe the message is loud and clear.
Help this business out if you know them or are have a concern. Let them know there are other ways to deal with injustice.

Ouch....  

I have a friend who went through a similar incident and lost her life savings which was fairly substantial (~$500k).  

Same type of scenario but it involved a restaurant.  The authorities did nothing but deport the guy who ripped her off.  And the only reason they did that is because he was on an expired visa.

I try not to jump to conclusions without both sides of the story.  

Would it be too suprising to find that the 'ex-partner' was attempting to reclaim revenue that was taken from him?  I don't know, just entertaining mental masturbation...

Kind of reminds me of a friend who loaned $50K to a guy to start a trendy shop in New Hope, PA.  A few years later she asked for he rmoney back (as promised), he told her that he had no idea what she was talking about... she (like a bone head) had no contract.  [Foghorn Leghorn voice] Nice gal but about as sharp as a bag of wet flour.

if police won't go re-claim the properties, and maybe are suggesting this is a civil rather than criminal proceeding, then there isn't a clear determination of "theft". So if the guy who took all the stuff was still a partner at the time of this happening then he has some ownership claim of the inventory. Depend on how the business is set up, I guess the only way to settle this is to initiate civil action and try to get compensated for any (if any) loss. It is a bad way to screw with the customers but maybe there are more to the story. maybe the ex biz partner was screwed outta money and teh only way to recoup the loss was to come and take all the inventory... u never know.
