Quick release bolt for gas tank screws?

I saw a race bike with a "cotter pin" type of fastener for the front 2 screws on the gas tank, but didn't think to ask him how to do it.  

Is this a "standard" modification for race bikes, or do you have to jury-rig the thing?  ???

Anyone have a *specific* technique to get this done?

Intuitive sells them for the R1 for sure.
