Think about the safety wire on caliper bolts and axles for a minute.

You wire your bike and go to tech and pass.

Are you not going to change tires the rest of the weekend?  

They have no way of policing it after you pass tech.  Ultimately, everything falls in the hands of mechanics.  Look at oil drain plugs.  People pass tech with them wired and they still have bikes with drain plugs falling out and oiling the track after guys change oil in them during the weekend.

I've argued about that for years.  LRRS recently has gone a lil lax at tech and starting checking for safety wired calipers and axles on the pre-grid with a $20 fine if they catch you.
