Red Flags, accedinet and placement

When a race is red flaged ccs goes back one lap to determine placement. right? Now the person that casued the red flag or accendent is placed at the end of the standings?   What happens to the other person involvend in the accident?  ( E.X. youare running third and hit the second place rider and the red flag commes out. Since u hit the other rider and cause him to crash its your fault and not the other guy that u hit that the red flag came out. What position does he get?)

The person(s) causing the red flag are docked one lap. Anybody that is involved but is deemed not to have caused the red flag is not penalized. This is only when the race is not restarted.

A friend was leading a race on the last lap and was taken out by second place. a red flag was thrown. My friend won the race, the other rider was docked a lap.
