Front Fork Travel?

Is it normal to use up every last millimeter of travel on the front forks.

My zip tie is all the way up to the lower triple tree after racing Blackhawk (harder braking) vs. Road America - where I had about 1/4 - 3/8 of an inch above the zip tie.

FYI - At Road America the front was using up ALL travel initially, but Baker had me add 1.5 capfuls of fork oil to each which then helped keep that 1/4-3/8 left above the zip tie.
