Aprilia RS250 water retention?

Does CCS require the lowers on a Cup bike to be able to retain fluid?  I WERA requires this, but I thought CCS didn't - just wanted to make sure.

CCS only requires 4 stoke bikes to have a fluid retaining fairing.
