Belly pan and rain question

What is the point of a belly pan with an open drain hole during a "wet" race?  I ask before I drill a drain hole in my belly pan to install a plug.  My bike is basically naked with just a belly pan so it doesn't attach to side fairings.  I would just rather remove the belly pan in a rain situation instead of running it with an open drain plug if that is an option.

Even with a hole in belly pan there is a a level of containment so rather than being sprayed across whole track there is a smaller area to clean up.
Granted this is possibly all for naught in flowing water but is best compromise of no containment vs lowers filling with water and sloshing or breaking bodywork.
