5.2.16 All engine, transmission and final drive unit drain plugs and filler caps must be visibly safety wired.

Radiator is not but the drain bolt on the engine case is - that is what I was referring to originally

The radiator cap is independent of the engine, yes.

Ok, so just to clarify...If I bring my 04 GSXR 600 to tech at a CCS race event with the oil drain plug, oil fill cap, and oil filter safety wired then they will pass me according to section 5.2.16 in the rulebook?

those things need wired, but there is more. Yes, the coolant DRAIN plug needs wired (my bad). You need case covers too im pretty sure.

I don't know of a coolant DRAIN plug that exist on my motor or radiator.

Depending on model it may be on the lower coolant tube or on the waterpump cover.
