first batch of licenses go out before the rulebooks are back from the printer, been that way for last 4-5 years at least. 2010 Rulebook is on online and in force for 2010
season; hard copy generally is included in mailing for licensed ridersby end of Febuary/first week of March with rulebooks available at track beginning at Daytona.
