It has not been a common thing in that county. There was an incident in the recent past regarding a minor that was seriously hurt and that made it to the news. There can be two to three events happening at one time. It almost seems political in some nature.

schools are not to blame. they dont issue a licence to a rider that cant get around the track. not much skill is needed, but you have to be able to make a lap without falling down. if it is obvious a rider would be a danger to themslf or others, they wont be granted a licence. it is up to an idividual rider to make the decision to race or not once a licene is granted.

I think the requirements to receive your license should be much more stringent than "can make it around the track without falling". Schools shouldn't have a problem telling someone that they need to do some more trackdays first before it's safe for them to race.

never happen. there is no way to objectively say that a "rider is good enough" or "..not good enough" unless very obvious. just doing more trackdays wont help some riders, and you have riders that can get around the track just fine but lack intelligence to do the right thing or jlack common scense to do the right thing in bad situations
. AND.. sometimes issues are created by  faster racers overtaking the slower riders.
