What's the best way to scrub in new DOT tires on a track bike?

When I put on new tires and can't scrub them in for a race, I use a rough file on the last inch and a half of tire.  It makes me feel safer.  I still scrub them in as much as I can on the warm-up lap, but the file is some insurance when you only have a lap to scrub in.
People laugh when they see me doing it, but I can't stop the madness!
