Are you allowed to remove emissions and choke equipment from SS bikes? Is that considered 'modifying' throttle bodies?

Removing/plugging hoses and removing the choke cable would not be considered modifying. If you remove parts from the throttle bodies (choke plates or choke assemblies) could be considered a modification.
