PAIR System Removal Legal?

Is is legal for me to remove the PAIR system on my RC51?  I've heard both ways so just want to make sure.  (This is the system that introduces filtered air into the exhaust).

There were checking to make sure that the crankcase breather was not hooked up to the pair valve as this increases horsepower slightly.  Removal should be no problem and a definite weight and clutter loss.
