I was wondering since the open air garages are sold out do you need to pay money to just set up your own ez up in the paddock. Also it says pre entries must be recieved before Feb 20 if I fax the pre entry to them today or tomorrow would it be in time. IT is Feb 16 th right now.

Yes, FAX it in before the 20th and it's always good to call and confirm.

You shouldn't have to pay to set up an EZ up.

I'm sure that someone wil be looking to share the cost of the garage with someone when you get there.

No charge for setting up in paddock, other than your standard pit/paddock credential.  No electricity in paddock, so bring a generator if you need tire warmers!

Last year I pluged right into an outlet in the paddock. Is this something that changed?

If you are along the fence line, limited outlets are available, but none in the center of the paddock.  Daytona security and fire marshall prohibit power cords across the fire lanes.
