To use a penske shock from a 954 to a 1000rr I hear they can be a universal shock. and if so what would need to be done

shocks by nature are universal.  However, the clevis on each end and setup are what make them unique.  You could likely make any penske shock work on any bike.  The question is, will it be worth it by the time you're done having the hard parts exchanged.

As mentioned though, talk to Ed.  He has a penske dealership and knows the shocks.
