Any particular reason why SV650's can enter GT Lights but TZ250's can't? I really really hate running GTU.. 600's scare me :'(
Simply put, a good rider on a good TZ250 is faster than a good rider on a good 600. Allowing the TZ250 into GT Lights would also doom the chances of any 125 GP machines that are fairly competitive right now. (about 1/4 of the GT Lights winners are 125 riders.)
Until the next generation SV (or SV beater) blurs the line between GTL and GTU, I don't see the TZ250 being allowed into GTL.

Not that I make the rules, but I'll give you my feeling on why TZs should not be in the lightweight classes at all, including LWGP: Simply put, TZ250s are middleweight GP bikes. 125 = LW; 250 = MW; 500 = HW.
Course, I'm biased, since I race a Hawk. When I can run the 17s at Summit, like the TZs are capable of, I'll consider changing my mind. :-/
