After seeing a 800 ducati motor stuffed into a 749 what exactly are the rules in ultralight orare there any

Hmmm, interesting Marc. 

How's your season going?  I've missed racing with you guys.  I just did Road Atlanta with WERA, that place is just plain awesome.  I will see you guys at Jennings and Daytona.

If it is a 2 valve motor the max is 800cc (desmo or not), 4 valve is 750 if memory serves correctly.  So if the bike was an air cooled 800, it is technically legal.  If it was punched out to an 800 and is a 4 valve (which is liquid cooled), then it was breaking the rules.

I think the question is more about stuffing an air-cooled motor into a (water cooled motor) frame. Not all water cooled 750 fit into the class or the Ducati 748 would be included.

The more likely question is, "can we swap to a different motor configuration and still remain legal"?

For GP and GT it's legal. Not legal for SB, SS, Thunderbike.

Motocorse has built an 848 with 1100 2 valve air cooled motor. Very competitive against the Bimotas at half the price....

There are some using second gen motors in their first gen SV.

Are the engine cases the same as 1st gen years? If so It would appear to be legal. Rulebook states "Frame and engine cases must be from the same production model motorcycle"...

You think I could get away with that with my FZR? 600 cases are the same as the 400.

I dont know much of the difference between 1st gen and 2nd gen SV engine,except if everything is as produced,the clutch covers are very different and that is easy to see.I dont know about the rest. Some people do have a 2nd gen engine converted to look like a 1st gen and use 1st gen electronics and clutch and carbs.

It is a superbike class with the only motor limits being 650cc, so what does it matter what Gen SV motor you have, it's irrelevant.
