You can either use the image tag at the top of the reply box, (the little box that looks like a picture frame), or you can add your own HTML:

[ img ] insert link here [ /img ]

remove the spaces

You need to have the pic hosted on another site. you can use flickr (http://www.flickr.com) or photobucket (http://www.photobucket.com). Both are free and easy to use.
