There is a different, shorter, list of people getting bumped up to expert in the December mailer. Which one is correct?

Both, What happened I ran out of room with the added advancements after the final two rounds at Homestead and Firebird so those people that had sent in their licenses already I removed from the second list to gain the additional room.
