Can experts and amatures combine on one bike?

Yes.

I don't think there is a specific restriction on more than one rider being on the bike at the same time.

 ;D

Really, your team can be made up of a team of riders of your choosing.  There is no separate scoring for amateurs or experts in the Team Challenge.
