Sportbike Class and Yosh Box

The rules stipulate that ignition/FI boxes with adjustable mapping must have their adjustment controls mounted in a manner that the rider and/or crew cannot make adjustements on course or in hot pit.  I undersatnd this is to help enfore the 115 HP rule in FUSA Sportbike, so someone can't make a 125 HP bike a 109 HP bike at the flip of a switch.

However, there IS no 115 HP rule for regional Sportbike since they don't have Dynos everywhere.  So, would the same rule apply on where the map switch is located since the reason for the rule is no longer valid?
