NEW License

After looking at the CCS rules, it says that with a letter from NESBA and taking a written test you can get your race license, is this true and has anyone done this??? I have been doing track days with NESBA for awhile and Im pretty sure a letter would not be a problem. As for the written test, any info on what that is?? Thanks
