fzr 560s/Hawk 700s

Why is it that FZR400s are allowed an additional 160ccs of displacement in the superbike rules, whereas Hawks are only allowed an additional 50ccs.  FZR560s easily make over 90hp, whereas Hawk 700s struggle to make 70hp.  

SV700s also easily make over 90hp.

Where is the justice for my little 3 valve twin?  >:( :'(
