How many bikes constitute a "production" run?

Yesterday we had lunch with a former CCS Champ (whose name shall remain anonymous) who is undertaking a new venture and a question came up that we couldn't answer.

Say someone takes brand new bikes, rebuilds them from the ground up with modifications to heads, brakes etc. to the point that the bikes are no longer what they started out to be.  Enough changes are made to have new serial numbers, and they are identical in configuration and specifications.

These new bikes are then sold to the public under a new name.  How many would that person have to sell to qualify the new bikes as "Production" and be able (if tech specs are met) to compete in CCS/NRRS?

Asked this same question a little over a year ago.
You would need certification from The US DOT as a new vehicle manufactuerer like what Muzzy did with the Raptor. They are more than just a up grader, customizer.

There are production requirements for Supersport that are more stingent than Superbike that are more stringent for GP. So if depends on where you are heaeded. GP you can make in your garage from the ground up ALA Tulie (sp?) SB you can use bikes sold outside the US that are production run street bikes R7, VR1000, then there are SS which require US approval for street use or special exception IE Aprilia RS250
Clear as mud? Best bet would be talk with FUSA/CCS office to identify what you want to do and get special exception as US DOT rules are going to be more strict and more expensive.

I don't think so. Just wondering what number must be produced to qualify as a "Production" run, no matter what type of bike is made.
